The Role

Would you like to play a leading role protecting consumers and markets from the impact of technological disruption and cyber-attacks ?

We are pleased to be offering an exciting opportunity for an experienced and committed senior business continuity and /or incident management specialist to join the Technology, Resilience and Cyber department ( TRC ) and provide specialist expertise and thought leadership within our work. TRC works with firms to ensure their existing systems and technolog ies are resilient to cyber-attacks and other disruption and aim to protect consumers and markets and build confidence in the effectiveness of technology that underpins financial services. We work closely with the Bank of England, PRA, HM Treasury, the National Cyber Security Centre , and a range of other domestic and international authorities .

At a time of rapid technology change and increasing cyber threats, you will have the opportunity to influence the FCA’s and industry’s agenda to work in the public interest and increase the sector’s operational resilience. T his role covers a challenging and varied portfolio of work across all sector s of Financial Services. This is an excellent opportunity to demonstrate your specialist expertise and leadership, in particular on business continuity and incident management underpinning operational resilience within firms , leveraging your expertise to support the FCA’s objectives.

Key Roles And Responsibilities

  • Be the FCA’s lead specialist expert and thought leader on firm s ’ business continuity and incident response , articulating what best practices industry should be following and where business continuity and incident response thinking should be going next .
  • Lead a “service line” of TRC specialists in developing the FCA’s thinking and driving through new initiatives on firms’ business continuity and incident response.
  • Support colleagues, including supervisors and FCA senior management, while demonstrating a recognised level of expertise in the subject matter.
  • Share knowledge and experience through partnering, education and consulting based on the subject matter .
  • Support TRC firm leads in the business continuity aspects of firm assessments (desk and/or visits based) to provide supervisors with a forward-looking judgement – based assessment, supported by the facts, on whether a firm’s arrangements provide sufficient comfort and, where this is not the case, recommend action points for further review.
  • Lea d the TRC incident response team in coordination and stakeholder engagement when responding to major firm operational incidents. Ensuring appropriate and effective upward stakeholder engagement with seniors and other financial authorities ( HM T reasury , N ational C yber S ecurity C ent r e , Bank of England ).
  • Be on call to manage incidents, on a periodic basis outside of normal business hours .
  • Lead on key strategic initiatives across the department, ensuring a cohesive approach, linking technology issues with wider business risks and ability to articulate what these risks mean to consumers and the wider market .
  • Provide expert technical oversight and quality assurance for work undertaken by other team members and mentor more junior team members .

About You

Minimum

  • Experience of business continuity practices within industry (ideally in the financial sector) , including understanding of end – to – end incident management processes .
  • Experience in leading practice business continuity and incident management practice standards such as ITIL and ISO (business continuity, disaster recovery and incident management – related) .

Essential

  • Deep experience across cyber and technology risk management domains , this may include one, or a number of the following; technology governance, technology risk, change m anagement, incident/problem management, disaster recovery, business continuity, outsourcing, data governance, cyber governance, identification, situational awareness, protection, detection response, incident management, recovery and resumption of services and testing .
  • Excellent written communication skills, with a capability to independently draft complex papers for executive committees within the FCA, external papers and succinct, accurate communications with regulated entities and liaise with senior internal and external stakeholders .
  • Calmness under pressure, with ability to analysis incidents and issues at pace with high attention to detail.
  • Strong oral communication skills including clear and effective presentation to both internal and external audiences .
  • Strong interpersonal and influencing skills with evidence of team working and confidence, credibility and ability to interact effectively with a range of both domestic and international stakeholders including senior executives at firms and within the FCA .
  • Experience of project management including developing and delivering against plans, managing risks and issues along the way.
  • Can demonstrate taking pride in work and ensuring it is of the highest standard, with a willingness to challenge and be challenged .
  • A strong and collaborative team player and contributor .

Desirable

  • An industry recognised qualification relating to business continuity, disaster recovery and incident management , for example; ITIL (V3 or 4) , CBCI, CBCP, ISO , BCM, CCIM etc.
  • Knowledge of financial markets; with ability to identify key technology risks.
  • Understanding of global regulatory landscape for technology and cyber risk,

About Us

Technology, Resilience and Cyber Department (TRC) sit s within the Specialist s Directorate . TRC provide s a centre of excellence within the FCA which supports and advises the Supervision divisions and various other teams across the FCA and our regulatory counterparts with technology & cyber resilience expertise. The team also provide s strategic direction, education and awareness across the FCA.

The role of TRC is to understand firms’ current and planned use of technology, identify and assess potential harm and risk to the market and promote good practice by clarifying our expectations and acting when necessary, and in line with FCA’s perimeters as a Regulator. This includes seeking to minimise the harm and impact to consumers and market integrity from a technology, resiliency and cyber standpoint.

The team works regularly with a number of other regulatory bodies in the UK including the Bank of England, the Prudential Regulation Authority and Her Majesty’s Treasury as well as pan-European and global regulatory colleagues on a range of technology & cyber resilience supervisory topics.

ABOUT THE Programme Length: Two and a half years

If you join our Data Science Graduate Programme you’ll be part of our Advanced Analytics function which leads the development and application of data science at the FCA. Its principle objective is delivering business value through the use of pioneering techniques.

You’ll be supporting our data scientists on projects from day one. You’ll help deliver innovative solutions to solve challenging problems, improve FCA operations and advance our ability to proactively identify harm. For example, you could be deploying machine learning to build classifiers to support decision making. Or, implementing natural language processing to automate document analysis and utilising network analytics to identify transaction patterns.

As you progress through the graduate programme, you’ll get the opportunity to rotate across the organisation. You’ll champion advanced analytics techniques and help departments understand how they can leverage their varied and unique data sets to unlock new insight. Working closely with stakeholders, you will shape and deliver data science projects to help resolve the department’s business problems in novel ways, delivering tangible and positive change.

At the end of the programme you’ll have gained experience in both data science and financial services, working with diverse groups of stakeholders to solve real-world business problems using data science techniques and setting you up for a future career as a data scientist.

We also offer an Economics Data Science track, for those who have some background or interest in economics. You will spend one year in the Economics Department, working alongside Economic Data Scientists. You will use data to understand how markets work and how to make them work better, and draw insights to support policy making and research.
